I agree with you, but there is also the fact that the tinkerbull looks a lot more complete. They simply make it look like they're actually a character rather than a cosplayer (spare from the bit of black hair peeking out). The bro isn't bad. The wig is mediocre but it isn't bad. His badge is very apparent and he doesn't seem to be wearing any make up. The tinkerbull mainly hit me how clean the cosplay is, he also has those last details that make it seem more complete (lenses, the nosering, make up as well as a hidden badge). It is a thin line indeed, but there's more to it than being pretty.
Per example the Bro looks obviously cosplayish to me because the glasses seem rather off in size/shape.

I love this Mituna.
I also feel like a lot of people who do good cosplays but doesn't get the fame for it are people who aren't very active in the community otherwise, who don't go to a lot of cons and who don't do a lot of shoots. This mituna is rather nice but since they aren't active in the community (not to mention being european)...
I also think there are a lot of people who have good COSPLAYS but aren't themselves necessarily good COSPLAYERS or who simply doesn't do enough cosplays to hit the radar.
