Most AP headbows (the real thing, not waist bows) are kinda huge and do stick out. Most girls do an updo or a hime hair bump to help balance it out, or wear a wig that does.

You can look up regular headbows for reference to see how a real headbow should sit. The headband should go under the bow, not behind it, and the bow sort of stands up on top of your head. Then you need big hair to balance it out prooperly.

I should add a caution, I guess. The waist bow is always proportioned differently than the one for the head, the tails are usually longer because the bow is meant to be against your body, not sitting on top of your head. So sometimes no matter how you fiddle with them or what hairstyle you make they still look really wrong. If you really need to turn the waist bow into headwear, sew it onto a barette and wear it on the back of your head instead, much better match for the flat area they're supposed to be hanging off of.
