In my opinion, it depends a lot on the body shape and face. I dislike sweet and I think it only looks good on people who are slim and looks like 15-25 max. I've seen sweet lolitas who look like soccer moms doing ageplay.
Gothic, classic and otome, however, have way bigger "age rank". If I have to put an age I'd say 35, but I can imagine an elegant >40-50 years old woman wearing something like pic related or even a cute grandma with an ETC-like print.
