Any suggestions on making the scales, horns, and tail and making them waterproof?

I'm doing a swimsuit version of my Au'ra, but I'm worried about the dragon bits not being safe in the water, both materials-wise and (for the scales) adhesive-wise. I was thinking of using craft foam on the scales and horns, but I'm not sure what to do about the tail that won't make it stiff.

Pic isn't my Au'ra, but should give a good idea what the scales look like, but in a platinum white. Her horns look more like this:
