Like >>8725599 said, these are cards for Hinamatsuri(Girl's Day), and the designs are based on the dolls(the Empress specifically) of the Heian court that are put on display that day. While they definitely did take liberties with Nico and Eli's interpretations, Rin and Hanayo's cards are a more accurate depiction of the Empress. >>8725660 and although I agree Rin's headdress looks silly, it's still rather accurate to an actual one(pic related).

The Heian Court ladies had very interesting fashion choices, including high contrast colors and frontward tied obis, but they were not prostitutes.
