Basically see pic related. It looks like she needs to exfoliate, use a good moisturizer, use a foundation with a full coverage, and a brightening concealer under her eyes and around her mouth since those areas look shadowy compared to the rest of her skin.

Drinking lots of water, eating well, and getting enough rest will obviously make your skin look better too. She looks dehydrated and exhausted.

Also the dark eyeliner under her eyes isn't helping with the shadows and it makes her eyes look small.
