Keine's hat. How do I do it so it looks good?

I tried making it out of craft foam and hot glue, and for the most part it looked great till I went back to melt the glue on the outside so it wasn't visible. Now it looks like shit.

Any other ideas? Should I make it out of a light weight wood?

I need to make little shoe bows for Keine, but I want to know if there is anyway to attach it to the shoe so that it's removable, and won't leave any imprint/ damage on it.

I thought about using double sided tailor's tape, but I'm not sure if that's going to stick all day at a con.
