I heard a theory that was based more on Japanese culture than Mana, but I liked it. It said that Westerners, when they think of 'Lolita', they think of a young girl acting older and being sexualized, right? But it said that the Japanese look at it from the other perspective. An adult woman who acts younger and cute would be considered 'Lolita'. The emphasis is more on her appearance and attitude, not on the age. A curvaceous, sexual, 15 year old wouldn't be considered 'Lolita' because of the attempts at "maturity" and lewdness of her nature. A 23 year old woman who was very petite, flat, maybe a bit shy, and wore cute sundresses- She would be still be considered 'Lolita'.

It's definitely different from the Western world, where we prize secondary sex characteristics above all else. It baffles me that people get mad when an adult dresses young, when our culture has created 10 year olds who wear crop tops and heels.

Westerners also age more obviously. A 16 year old Caucasian girl looks more different than a 21 year old Caucasian woman than a 16 year old Asian girl compared to a 21 year old Asian woman. That might be a part of why Westerners freak out so much.
