That's a really cute skirt, OP! I was actually going to say, wtf kind of company prices something sort of quasi otome-kei at $200? The only thing that came to mind was Franche Lippee, and, lo and behold, it's Franche Lippee!

They don't seem to get too much attention in the lolita community, since they're not really otome nor lolita. It's kind of a nice j-fashion casual brand that's very otome/lolita feeling sometimes. Some of their stuff can even feel mori girl.

Here's a picture I found for you since I think everyone's hating on it a bit too much! It's called the "Puzzle Skirt" from what I found. I don't think it looks bad at all from afar and the print is pretty muted.

Like I said, I don't know what everyone's so angry about. It's not kawaii desu lolita fashion or one of the few otome-kei brands out there, therefore it's evil or something. Sometimes there's just nice, casual j-fash brands that don't fit into any "kei" style.
