I have a cosplay that I am working on and need a tiered skirt with a train (sort of like the petticoat in the picture. To achevie this look should I make a skirt with a train then sew on the gathered tiers? should I do tulle under each of the layers of ruffle? I'm just wondering if I'm headed in the right direction.
