Quick primer question, gulls.

I've been using Estee Lauder Double Wear for a while now and am really happy with the full coverage I'm getting, but unfortunately my face is fairly dry so I've been looking into a primer to make everything look a little more fresh. I already use a setting spray as opposed to powder which definitely does help but just covering my bases here (no pun intended, I think).

I've finally settled on Two Faced's Hangover primer which seems like it would fit the bill (super hydrating, perfect for dry skin), but it seems to be water-based whereas my foundation is silicone-based. A couple of people on Youtube use the same primer/foundation combination without any issue, so should I be safe buying it anyway? Also if you've dry skin feel free to recommend any primer you already use!
