This is about the most-accurate pigtails I've found, but they're still not fluffy enough.
Madoka looks cute with smooth pigtails, but it isn't accurate, no.

I never find a heck of a lot of Miku cosplayers that get the bangs right.

Foam, I guess?
The wire is to support it better, so it doesn't cave in on your head from the slightest bit of pressure or something.
You're supposed to cover the wire in foam before putting the fur on, to give it a smoother and fuller look, that's why their Kyubey looks so... molded and floppy.

But yeah, you can just carve it from foam and put the fur over that, instead. It'll be a bit lighter, but I imagine it'll be a tiny bit more delicate too.
