It was the opposite at my school. The dress code covered top strap width but had nothing about necklines, so the chicks with big boobs wore long sleeved tops with plunging necklines revealing their jiggling cleavage to the delight of the male security guards, while my flat-chested friend was forced to change because her tank top straps were too thin even though it wasn't even low cut. Dress codes are such bullshit.
