It's a mixed bag but I'd recommend visiting Camden market in London for the experience alone. There's a lot of overpriced tat but you can also find some really beautiful things too and the odd gem. You're more likely to find cute and gothic accessories there than anything though and you'll likely see some mori-type clothing too.

There is a lolita / visual kei shop of sorts there too called Sai Sai but it's mostly DOL replicas and other taobao brands at inflated prices (as well as some really dodgy stuff). You may find the odd nice thing though at an acceptable price, you just have to dig a bit. They also sell An*tai*na shoes so those may well be worth looking at. The staff are really friendly there at least so there's that.

The lolita jsk in the collage is one of the items for sale at Sai Sai but you're likely to pay around 80 GBP for it.

Greenwich Market is also worth checking out, you can usually find some lovely accessories and bits and bobs there, especially for classic lolita.

Can't help with Manchester I'm afraid, I haven't been for years.
