My guess would be by painting using techniques used for props, but make sure you get a paint that works on plastic (ie. won't flake peel off). Any physical surface 'break down' will just make the plastic peel off the backing fabric in a bad way, unless you're going for that look.

Oh anon, I have a pattern that looks just like it! I think pic related is what you're going for. Btw, there are no gathers in the dress you posted. I'd say a-line is correct though.

When I need a dress pattern, I just go to mccall.com, then look through each brand's catalogue under 'evening' pr 'prom/bridal'. I can usually find something that way (unless I'm after something vintage or out of print).
