Everyone can fold it back as much as he or she needs to. this one >>9662546 is a very good example, the guy also have a nice gear. It has all those "wrinkles" because it's not a modern chrome tanned leather, and neither too thick (which would make knee high boots kind of uncomfortable in the long run)

Historically speaking nearly every knee high boot from medieval and renaissance period is for riding, and a lot of time when people were on the horse the folded up above the knee, though that's depends on the individual preference.
