IDK how all squaredance pettis are made, but mine had like, this strip of cotton between where the ruffles start for the poof and the elastic waistband that was like, 4-6 inches long. I just cut that off like an inch above the ruffle part and an inch below the waistband and sewed the two parts together. Loli pettis start to poof at the waistline and aren't quite as long as square dancing ones, so by removing the cotton part I killed 2 birds with one stone.
