I'm sorry for any english mistakes anon, but here's the sketch.
Basically, the blue marked lines are where you should gather the fabric lightly. About the hem, I like round ones to get more volume (like Madoka's white skirt), but if you want to sew the frills separate, you can do fine with the straight hem.

The neck area is just the same as a button-up shirt, adjust the size of it just so it will be enought to get your head in the hole.

The sides are open, but as a personal preference I'd sew the waist ribbon directly to the front of the apron, maybe even actually sewing it to the edges of the back piece just so it won't shift around (if you decide to make the back the same as the front).

I'm not an expert or anything, but this is a basict draft of how I'd go about making this apron! If you need some help visualizing it, look at Nameless Poem OP's shoulder area and you should get the idea better.
