I wanna dress as Arai-san

I mean.. it's perfect for the incoming winter season!

I have trouble finding what should I wear for the top.
I mean the rest is pretty easy, a black pleated skirt and some gray legwear I have those already.
But I can't find something that has the fluffy thing on the neck and the puffy sleeves.

I've seen some people using only a regular old blouse but that's pretty lame.
I hope there's an alternative since I can't sew those damn puffy sleeves myself.
