If it's strictly an OTP bag, I personally think equal amounts of matching merch, with similar color schemes, is best.

If there is too much merch of one character, it looks like a husbando bag with random shit thrown in.

If the merch doesn't match, it will lack cohesion. (ex: one character has only school uniform outfit while the other one has a battle outfit).

If all of the merch have different colored backgrounds, despite being matching merch, the colors will clash and will destroy the overall aesthetic. (Hot pink, deep purple, electric green and light blue all in the same bag won't work that well, even if the merch is all from the same sets).

This is a one true pair bag, so it makes sense that merch would be matching and the itabag would have a color scheme going on. Just focus on the "pair" part.
