I bought this handmade dress secondhand as a fixer upper, but I'm at a loss for what to do. There are a lot of structural problems; the shirring isn't encased, the selveges were left in, and the seams are weak.

I'm thinking about taking it apart and reusing the fabric to make a JSK, but I'm not sure what design to go with.

Maybe something simple, because the print's so busy? The border on the bottom needs to go, it doesn't match much of anything.
