Because this kind of girly child-like pastel fashion has been part of jfashion since more than 4 decades. It doesn't die, it only changes with the times like lolita but that's it, there's never been as many japanese shops delicated to it as now or else the jp newssite wouldn't have been born recently to keep track on everything.
