Agreed, although I'm far more bothered by fat people cosplaying as "attractive" characters (fat Harley Quinns ought to be hung) than I am by skinny people cosplaying as athletic characters whose muscles aren't on display. To use some very obvious examples, I think it would be okay for a skinny person to cosplay as Equius from Homestuck, since he's drawn as a very simple sprite, but not Batman or Major Armstrong (only strong anime guy I could think of, woops) because their muscles are a very obvious part of their character designs.

If memory serves, Hasbro has fought long and hard to drive the Bronies off (or at least they were doing so back in about 2012 when I still knew people who watched the show). It tarnished their brand image pretty seriously, since they'd get weird men hanging about in MLP toy store aisles and harassing their kids. On top of that, pretty much every regular internet-user is aware of Bronies and as such a large chunk of them are unlikely to want to introduce their kids to the brand and put them at risk of becoming/coming into contact with pedophile bronies.
I think the Sailor Moon creator is probably worried about a similar thing happening - she doesn't want her brand, which is aimed at girls, to be tarnished by degenerate autistic men. I don't think it'll work, but props to her for trying to keep the disgusting creeps out.
