Anon what is your body shape ? Maybe you're just not dressing for it.
I had the same problem as you (lolita making me look really fat even though I was 17.5 bmi), dropped the dark blouses with big Peter Pan collars, added more poof, and I feel a lot better now. Maybe if you post a pic of you in lolita and one that we can guess your body type on we could help ?

I do the same with blouses and skirts. When I purchase a JSK, I triple-make sure it has lacing in the back. I bought pretty Baby/AATP blouses in the past but I will sell them because they look absolutely huge on me :(
Also, dress for your body type (I attached the lolita body type chart).
