Uh, I would not say this is "fine" however, she does grasp lolita, for sure, and could easily improve.
Her bust is bothersome in this fit, though and it looks like she's wearing a binder even though her boobs might actually be too fucking big for that sort of thing? It's giving her some kind of weird man chest and you can see the lumps in there.

Also she's just wearing black with a main piece in attempts to play it safe using a set but actually, black looks terrible with that color jewel toned blue. There are so many colors in the print she could have represented and just went with black.
Also the cut of that shirt (not blouse) is all wrong for that JSK. Look how unaligned the collars are.
