My uni has a really diverse population full of Asians, so slightly unusual fashion like what you say isn't too uncommon. It's not like all of the overseas students are walking around looking ~~kawaii desu~~ all the time, but there's a lot more variety. That being said I love to wear cutesy stuff IRL and I've never faced real issues. The only time I got lots of strange looks was when I wore bear tights like pic. Thigh highs are one thing, but I can honestly see why wearing bear tights around college would warrant a couple of double-takes.

Honestly I'd be surprised to hear that something as simple as thigh-highs would warrant strong reactions (at least in college) since it's getting popular in the US now (you can find OTKs at your local F21, UO, or AA).

However, then you see people like pastelbat who take selfies in public in full garb and it's like, daaamn. Now that's something that I could see as eliciting a reaction.

Overall, I have no reservations about wearing my cutesy stuff everywhere, but I'm not as OTT as like pastel goth kids.
