Uh so. If you're still looking for an answer.

Taobao warehouses won't ship powder or liquids so if you're doing taobao direct it's pretty iffy, not in the sense of someone will come and arrest you, but it may get rejected and you lose some money.

However, some agents, ebay, amazon and aliexpress are willing and able to ship liquids and powders out of the country, even flammable alcohol inks.

Generally I'd suggest going through Aliexpress for resins, nail polish stuff, inks, and similar things. One of the agents I used had a parcel turned back by customs after I'd already paid, so I had to pay another amount to re-ship the same parcel (it did get to me safely though).

tl;dr -- you gamble losing money trying to ship the thing is all
