You could just ask them if they have time to come to the side and take a good amount of pics for them, and then give them some details on where they can find them or something (business cards help a LOT in this case).

Don't expect to be dragging them to places you want though. Just stand next to an open area and ask people that walk by. For places that are a little far out, you'd need to advertise on forums and websites and get people to come in advance to do stuff like that, which turns it from a casual photoshoot into a more serious one.
