Is this what you're envisioning? Yeah I'm not surprised that you didn't find a readymade pattern for this, but those patterns listed would be great starting blocks for the drafting you're gonna have to do. Personally, I don't see the sense in keeping these layers separate for final wear. If it helps you breakdown the construction great, but that means it'll shift when you walk and add tons of weight for each layer of the wool you add. I'd say just make it appear layered, but that's my preference. If you have a boner for accuracy then jack it, my friend.

As for the "bulky doubled up" pieces, I think it's possibly one of the following:
>piping
>decorative satin stitching
>fabric appliques which have been secured and defined with a satin stitch
>all the above and decorative silver thread
>"faux layers". In other words those pieces are like free flowing flaps on the blue coat, but they are separate pieces of fabric which have been laid on top of each other and stitched down to give the appearance of layers (kind of like how you can buy a sweater with a fake collar and cuffs so it can look layered).
