Nylon with metal grip? Like BlackFencer wasters (see picture, you could dye the Nylon if you wish). These wasters have same weight and balance point as real federschwert, but are fake enough to not count as weapon.

A real federschwert is too weapon-like for most weaponlaws, but if the con allows it, I would suggest thick, blunt, tempered steel like federschwert are.

Note that these are training weapons and hit hard and get heavy if you have nothing to put them away at and carry them all day. But it's defiantly the least dangerous way to make a fake sword that has weight and such like a real sword.
