It causes a mess that others have to clean up.
It creates a hazard that the con could be held liable for.
It could potentially damage the fountain.
And it could possibly fuck up for everyone the ability to be around the fountains next year if they decide it's too much of a risk to continue letting people by it just so they can throw shit in, pour in soap, or jump in it.

It's fuckery like this that makes our local con drain all of their fountains every year. Now there's no more serene fountains to enjoy or cool photoshoot spots by water to be had anymore. Bullshit like this.
