"I don't want to annoy them" is just an excuse people use to avoid having to deal with rejection. The truth is you're afraid that you'll be rejected so it's easier to just not approach anyone.
Do you think the average persons remembers every homeless person that's asked them for money? Every Jehova's Witness that knocked on their door? Every sales person that asked them if they could help them while they were window shopping? Of course not. If that person you want to talk to doesn't reciprocate, they will forget you within days if not hours.
Let's say you start talking to 30 random people at a con. Maybe 29 of them are annoyed. The 30th one was feeling lonely and is glad someone spoke to them; you end up spending most of the day together, meeting up again at the following day of the con, exchanging number, and become lifelong friend or partner; 50 years later you two are still together all the time and both of you lives have been enriched forever by your relationship. But you'd miss out on all of that because you slightly annoyed 29 people, for 5 minutes each, 50 years ago?
Just go talk to someone.
