Lining is on the inside, anon, you won't see it when worn. You mean the chiffon flocked parts are navy I take it?

Anyway, obvious answers are white, navy and sax. Good accent colours would be navy and gold, keep any black to a minimum.

As for types of blouses, I'd say a high-collar blouse, maybe with a jabot or a pussy bow, looks better and doesn't clash with the jsk's "collar"-like design.

Or if you're really at a loss with coording the bodice you can do what the San Fran boutique did and completely obscure it with a cardigan and tippet/fake collar.
