Neo lolita and soft lolita are terms with no specific meaning and not many people use them. It's to describe the style of what lolita's wear when they're not wearing lolita basically, or lolita inspired clothes, or people who admire lolita but don't have actual full lolita coords so they add burando accessories to their casual clothes. Misako uses soft lolita, rinrin uses neo lolita and you can really see their personal style from it. Misako prefers the old brands that lolita originated from like Milk and the non-sexy larme coords, and rinrin feels more inspired by recent trends in harajuku (neo was a popular word in jfashion when she did that galaxxxy thing). I think most Japanese people just say something generic like girly style tough, but girly style also includes normie clothing.
