I need to make the crest and shuriken. I'm thinking fiberglass with a cardboard base. Any other suggestions?

I'm trying to do a cosplay of this fine fellow, but I have no idea about what to do for the head. Should I just use a tutorial for a Deadmau5 head and make the necessary modifications, or should I do something else? Also, what should I make that big crest on the chest out of?

Either Dr. McNinja, Dr. Horrible, any Mega Man boss, or pic related.
Some people might get the Doctors, the others seem really obscure.
