I got a shako from eBay that I took the fabric and trim off of, I'm going to build on top of that with either craft foam or Worbla.
If you're really worried about flimsiness, I guess you can fill the hat with expanding foam.

Also does anyone notice how many Nonon cosplayers seem to be using a baseball cap as a base? The brims are bothering me because it's a different shape.
