Sounds like she should wear more fitted clothing.
Or something like a waist belt (whatever it's actually called), pic related.
Something that shows off that she actually has a figure.
Same thing happens to guys with huge shoulders and a small waist that don't wear fitted clothing - everything just drapes over them.
