Some people just take a little longer to pee, or are shy about peeing and need a minute to "warm up" when the bathroom is ready. Some women take more than 5 seconds to change a pad/tampon, or are older and shakier and it takes them longer to wipe and get their clothes on. Some people wear belts or tight pants that take more than a second to get back on and readjust.
