Can't really do anything for Halloween where I live now so Anime Weekend Atlanta (end of September) is going to my Halloween.

Going as pic related. Got the wig, the dress, just need a pair of white tights and to RIT dye them both. Even bought a blank VHS tape for a prop.

Not strictly shironuri since it's cosplay but I thought I'd get the best help for this as well. Trying to do the American version of Sadako and I'm wondering if I should I mix paints or try eyeshadow to get the right look?
