Pink insulation foam will dissolve slightly or worse if you spray anything too close. Go find some styrofoam and use a spray paint on it, it'll melt because of the solvents. Insulation foam is slightly hardier but it can still go mush.
Like other anon said, it's also easy to dent/punch holes in with, say, a Worbla armour spike accidentally bumping into you/kind of brittle so it's a major hassle to use as the actual exterior. I've seen people coat it in fibreglass resin and look great though, but since you're looking for cost-efficient that's kind of out of the question. It's not a bad material to make shapes or molds off of, but it's not a great product for a final product on its own.
