See, I think Japan anon is spot on for what Otome-kei should be. I'm big into everyday Japan street style and I was pretty baffled when I saw an Otome-kei topic here and it looked nothing like the clothes I associated with Otome.
Western Otome-kei to me is definitely just toned down lolita. Everywhere I've looked regarding it it's just said "Weeeell otome and casual lolita are super alike but there's just a small difference between them but really that difference is complicated because it's easy to mistake Otome-kei for casual lolita a lot."

Well then what's the point of calling it something else entirely if it's that similar to casual lolita? Especially when the West is the one who coined that term for it in the beginning while Japan itself has a completely different view on what Otome is.

It's made more confusing for the fact that there's not a single topic on /cgl/ for actual Otome fashion in the Japanese sense. They're Larme and Gyaru (in the new sense, not the Black Diamon style) and that's about as close as it gets and neither one of those is the type of fashion that Japanese Otome is which is surprising because I know that fashion style is right up /cgl/'s alley.
