Imo hip waist ratio is most important. You currently have a .8 waist hip ratio (WHR) and .7 is pretty much ideal, so all you'd really need to worry about is bring in your waist 2-3".

Butt padding shouldn't really need to be necessary, but you should work out and do glute dominate exercises.
Do Glute Ham Raises (or barbell glute bridges if you don't want to use a bench), donkey kicks, and back extensions at 3x10 two or three times a week each, to build dat booty.

34DD miight be too much, but I don't really know since tit sizes can vary so much. I'm a 30C and my boobs are only a little more than a handful. Go to the store and try on some bras and find a cup size that you'd think you'd like (just imagine the cups are full desu). You can buy a super padded bra to give you a head start, and then can either stuff it with rolled up socks and tissue, or you can buy bra inserts that look kind of like chicken cutlets.

You never add 2" - 4" to your band because band size = rib size. Yes, some brands are retarded and thinks it's oh, so hilarious to mess with people like that, but that's why you never stick with what you originally measured and try things on.

Lol but 30E is tiny. How the fuck would guys tell you they're not proportional? You would have to be 3 feet tall and a bag of bones for them to look too big. I'm 5'3 and really skinny with a 30E cup size and they're so tiny.
