Sounds like your body is tensing up and thinking you're going to get hurt. You've got to practice until you can relax and show your subconscious that you're not going to poke yourself, and if you do, it doesn't really hurt.
Okay, here's a possible plan of action. Practice until you can handle it and then move to next step.
>Very lightly brush your eyelids with your finger, side to side. Trace along your lashline.
>Brush eyeshadow on crease of eyelids/underneath eyebrow
>Brush eyeshadow all over eyelids
>Use the tip of the eyeshadow brush to loosely apply eyeshadow along lashline
>Use a not-super-small, rounded, soft brush (pic related) with a gel/liquid eyeliner pot as close to your lashline as you can handle. You can miss it for miles, it's okay. It'll probably look thick. That's also okay. Smudge it around with your eye-touching skills and become smokey eyed raccoon. Go for a lighter brown color if you don't want to look too dramatic. Don't use a hard brush or a hard pencil eyeliner, don't use a fine, tiny, itsy bitsy brush, and don't use anything with a point. You're going for tiny step up over eyeshadow brush tip. Keep your hand light, you shouldn't be pressing into your eyelid. If you are, your brush needs more eyeliner on it. A lighter hand also means you won't be poking your eye, really. If it gets anywhere it shouldn't, it'll just be a light touch.
>Try again, but get closer to the lashline. Practice keeping a steady hand and an even edge. If you don't like it or think it's uneven, smudge it out again. Try holding the brush at an angle so that instead of brushing the whole brush along your lashline, you're using less fibers. You'll get a thinner line.
>Upgrade to thinner, harder, pointier brushes as you find yourself getting more and more comfortable. Don't buy expensive brushes. Find packs, sales, and cheapo brands.
>You can now use eyeliner.
