Everything is going to clash with that fabric IMO, it's way too busy for something as large as a skirt. Take anon's advice and make some cute accessories instead.

The uppermost ruffle is sewn to the outer layer of the skirt and in this case I think the lower ruffle is as well (shittily illustrated by yours truly), different from >>9431299 where it's more likely attached to the lining (inner layer).

I hope this picture makes some sense. Black is the skirt and red is the two overlapping ruffles. The top ruffle is topstitched on with right sides facing out, whereas the lower ruffle is sewn right sides together to the lower edge of the skirt and pressed open like you would any other seam.
