Your eyebrows. Thin out your eyebrows. Take a couple of rows from the area where your eyebrows meets your nose bone, as they are too low and thick there.
Try avoiding putting any eyeshadow under your eye. It only emphasizes your dark circles and gives your whole face a 'deep&gothic' mood(and not in a good way, if you're trying to get away from the creepy pedo look).
I would also recommend letting your blunt bangs grow out as it makes your nose stand out. Try getting it slightly longer and then sweeping 80% of it to one side and let the rest 20% stay vertically like it normally would to the other.
In my opinion, this should be enough to get you a decent, cute look, but like another anon said, you may want to lighten it a bit.
However, I would recommend waiting until it you get a side fringe and fix your eyebrows and THEN decide whether or not to dye your hair, as it would be quite a drastic change, which may or may not suit your skin tone.
