/cgl/ - Cosplay & EGL

This is my first time cosplaying but not my first going to cons.

I'm going with a group and a few of us are doing a Steins Gate theme. I want to go as Ruka. However I don't want to wear the priest dress and would rather base it off this image.

I already got some dark red jeggings that seem to fit but I don't really know what to do with the black top and where to get a good wig. I was thinking of just cutting the neck hole of a black shirt to make it reach my shoulders? But there are those two strap things near his neck and I don't know what they are. For the white lines should I just paint them or something? And do I need some proper paint or can I use acrylic or oil paint I have at home?

Also if it matters, I'm a pretty tall guy (6 ft) and really skinny but my face is not that adrogynous...
