In my game, they get a list, and an assigned territory. For example:

Goblins:
Area X from 2:pm-4:17pm
Rotate between
*sitting in camp (NPCs can use this time to eat, chit chat, play games etc)
*stalking the main road
*sneaking into "town" to raid and steal stuff
etc.

That group then rotates, and plays another part, like town folks or bandits or whatever.
