It really depends..
Kyouko has her shoulders bare, and that would draw attention to them.
If you made sure the skirt-part of her outfit was poofy, it might balance it out?

Not sure if that's a good idea for a first cosplay.. because with Madoka, the dress is pretty distinct, so you'd have to make a vest/coat instead of buying or even altering.

Creative if it fits the character, attention whore if not.
Like, if your character is a male warrior, the female version probably wouldn't have a tits-only breastplate and exposed stomach, ya know?
