A man's chest does not have the same inherent value a woman's does. Showing it off does not matter as much.

If a woman has nice breasts and she wants to show them off, it's the same thing as a man who has a nice chest showing his off. It's not a matter of cosplay, though. You're dealing with society at large, and public mortals type shit. Don't attack weeaboos for something they have no control over.

Additionally, any guy who makes a point to show up at a con just to take off his shirt and get girls to fawn over him is seen as a douchebag, much in the way that sexy cosplaying girls who walk around in their underwear are seen as attention whores.

However, when it comes to shirtless male characters, guys who cosplay them do not have to go out of their way to make a 'sexy' version, in most cases. If they do alter the costume or design in some way to show off their body, then see the above point. Douche bags. Most don't like them.

You simply don't see a lot of men at every con who take female characters, make a genderbent or "GUY!<name>" version that is pretty much just a wig and a pair of underwear. Women, however, do this often enough for it to be considered a common occurrence. This is also seen as lazy, in poor taste, and general acts as a great way to advertise you're not a great or creative person who generally needs attention to feel special.
