It's going against the Japanese beauty standards -- being free, showing off your body, dyeing your hair and sometimes tanning. In a way, yes, that's unjapanese, but you can even apply it to our culture where women are either seen as sex symbols or just trashy whores for doing so. Gyaru is, essentially, a very feminist fashion, as it's just a big 'fuck you' to men.
